Does Revlon Coloriste effectively lift color from dark hair?

My sister wants to dye her hair a blondish color like mine currently is, or reddish, not so light, but light, generally, and I was wondering if Revlon Coloriste makes any change on dark hair other than a slight lightening. (not bleaching, but you know, dark brown to light brown or something)Does Revlon Coloriste effectively lift color from dark hair?
